The Halton Regional Police Service (HRPS) is warning shoppers to stay vigilant following a spike in pickpocket-style thefts at Toronto Premium Outlets.
Officers have made two arrests but continue to investigate a series of distraction thefts targeting unsuspecting visitors at the busy outdoor mall.
So far in 2026, police have received 45 reports of theft, many involving organized groups using distraction techniques. Since November 2025, more than 70 cell phones have been reported stolen, along with wallets and bags.
Two suspects were arrested on March 22nd after allegedly stealing a phone from a shopper. A 35-year-old man from Toronto and a 33-year-old woman from Montreal have both been charged with theft-related offences.
However, investigators are still working to identify additional suspects involved in similar incidents. In one case on April 11th, three individuals were captured on surveillance video working together inside a clothing store. Police say one suspect distracted the victim while another reached into her jacket pocket and removed her phone, concealing it with clothing before leaving. A third suspect acted as a lookout.
Officers say these thefts often happen in seconds, with suspects targeting people using their phones and then creating brief physical contact (such as bumping into them) to steal items unnoticed.
Police are urging shoppers to take precautions, including keeping phones secured in zipped pockets or bags, staying aware of surroundings, and avoiding leaving devices unattended.
