Ontario’s Special Investigations Unit (SIU) has concluded its investigation into a 2025 incident in Burlington that left a 25-year-old man with serious injuries, finding no reasonable grounds to lay criminal charges against the Halton Regional Police officers involved.
The SIU was notified after the man was injured on October 28th, 2025, during a police response to a reported assault near Guelph Line and the Queen Elizabeth Way. Police had been called after a witness reported a man assaulting a woman with a skateboard. Officers located a man matching the description and attempted to arrest him, but he fled on foot.
During the pursuit, officers followed the man onto the North Service Road on-ramp. One officer deployed a conducted energy weapon (CEW) twice, but it had no effect. The man continued running and jumped over a concrete barrier, falling approximately eight metres to the ground below. He was later diagnosed with a fractured left wrist and transported to hospital.
As required under the Special Investigations Unit Act, the SIU examined whether the actions of police contributed to the serious injury. The investigation included interviews with the injured man, police officers, and witnesses, along with a review of in-car camera footage, communications recordings, CEW deployment data, and medical records.
In its analysis, the SIU determined that officers were acting lawfully in attempting to arrest the man and that the use of the CEW was reasonable in the circumstances. The Director concluded that the injury resulted from the man’s decision to jump over the barrier during his attempt to flee and not from any unlawful conduct by police.
As a result, the SIU found no reasonable grounds to believe a criminal offence was committed by the officers, and the file has been closed.
